Sleeping on benches with a thin blanket of newsprint,
Eating rubbish from trash cans in the park,
Sleeping on heating grates, covered with snow flakes
Outlawing homelessness
Provides no heat, nor beds, nor blankets
It creates 10,000 newly-minted 'criminals'
Surviving on dirty streets
